The code removes his gag, then adds it back if the 'mq101' (I'm assuming that's a stage in the main questline) hasn't been completed yet. From what I can make sense of, nothing is wrong. There appears to be lines affecting Ulfric and his gag at the bottom of the program. However, I do have a degree in programming, so I can make a fair bit of sense out of this despite the fact that I've never seen papyrus code before. He claims its line 112, but the whole program is nearly 7,000 lines long! And it doesn't appear to contain the exact line of code he specifies. Its in another bsa, and the file doesn't have the same name, though there's code at the bottom that seems to do the same thing.
